Abstract

Public project value creation relies on the collective action of multiple stakeholders. This research aims to explore and optimize collective value creation behavior within stakeholder networks in public projects. A mixed-methods approach was employed, combining 60 interviews and 154 questionnaires. By integrating the collective action theory with the stakeholder value network, the study identifies four types of collective value creation behaviors during interactions: compliance, cooperation, dedication, and relationship maintenance. Furthermore, high-score interaction cycles were identified from a multiple-stakeholder network perspective, including the project owner, project manager, government, designer, contractor, supervisor, and the public. This study could thus contribute to the project management and stakeholder management literature by exploring collective value creation behaviors and stakeholder interactions. The results would provide guidance for stakeholders in realizing high-value outcomes in public projects.
