Abstract

As regulatory frameworks evolve across industries in response to global issues such as safety, sustainability, and ethical governance, the construction sector is also under increasing pressure to reform. Yet, the organisational response to regulation (how firms interpret, internalise, and act on major legislative changes) remains underexplored. This paper addresses this gap by asking: How do organisations in the construction sector respond to major regulatory change, and what shapes their adaptive responses? Using the Building Safety Act 2022 as an empirical case, we draw on qualitative interviews with professionals across the construction industry to examine how The Act is perceived and implemented in practice. We use Satir's Model of Change as an interpretative framework to trace how individuals perceive and navigate change processes. Rather than compliance being automatic or uniform, our study highlights the interpretive and contextual nature of regulatory response. The paper contributes to a more nuanced understanding of regulatory change in construction and offers practical insights for policymakers and industry leaders seeking to improve the effectiveness and uptake of regulatory frameworks in complex, fragmented sectors.
