Abstract

This article presents a formative evaluation of the Asset-Based Community Development approach aimed at supporting parents and carers of children with a learning disability, as implemented by learning disability charity Mencap in the borough of Newham (an area of London). The evaluation explored the implementation process, identifying the factors that acted as barriers and facilitators, and examined the experiences of staff and parents involved. This evaluation adopted a mixed-methods approach, including qualitative interviews with Mencap as well as an economic evaluation of the cost of start-up and implementation of the model. The qualitative evaluation involved semi-structured interviews with Mencap staff, parents, and external stakeholders. Thematic analysis of interview data was conducted using RREAL sheets whilst providing real-time feedback to Mencap. The economic evaluation captured financial and economic costs from Mencap’s budget and expenditure records, considering both start-up and implementation phases. Costs were assigned to different components of the implementation using a step-down costing approach, and affordability was also assessed. The findings shed light on the program theory, implementation challenges relating to local socio-economic status, stakeholder experiences, and potential benefits, including community engagement enablers. The evaluation provides valuable insights into how the ABCD approach can be implemented while considering local contexts and affordability.
