Abstract
Even though there has been huge investment in improvements to public transport vehicles and infrastructure in recent years in many countries, disabled people still travel less than other people. In Great Britain, the National Travel Attitudes Survey, a nationwide survey carried out by the Government, contains questions asking about how many people have used bus, train, metro or tram in the past year, and then those who have not travelled by each mode, whether this was deliberate or not, and, then asked those who deliberately avoided each mode, the reason for this. These data have not been analysed for disabled people previously. The figures show that for all four modes, the two reasons that many more disabled people than non-disabled people gave were ‘Behaviour of other passengers makes me feel unsafe’ and ‘Accessibility concerns’. The latter shows that there is still scope for further improvement in vehicle design and access to the bus stop or railway station. The behaviour by other people cited includes intimidation, assault, harassment and unwanted contact. Part of the reason underlying the fear is that about twice as many people with disabilities have been subject to physical and verbal abuse than people without disabilities. Furthermore, many of them do not report the incident because they believe that it would not be taken seriously. Some other people fear that the assailant will seek revenge. The comments of participants this seminar would be very welcome, particularly about whether this type of behaviour is an issue in their country, because the evidence from around the world seems to be limited. It may be that it is quite common in many countries but that the data are not collected.
