Abstract

The agricultural labor problem is one of the core topics in the field of agricultural policy transformation and change research. Its profound academic tradition not only focuses on this group and the phenomenon of mobility behind it, but also involves its multiple impacts on agriculture, farmland, farmers and rural areas. This paper reviews the English literature in the field of international agricultural policy research, presents the definition, characteristics and generation mechanism of the migrant agricultural workers group, and from the perspectives of five classic agricultural policy theories: Marxism, substantialism, neoclassical and new institutional economics, postmodernism and poststructuralism, and livelihood framework, shows the core views and research interests formed by the current English academic community around this issue, and further reveals the rich research content and important research value behind this phenomenon. Replacing family labor with hired labor is an inevitable process of China's agricultural modernization transformation, especially in the planting areas of special agricultural products such as vegetables and fruits. Hiring migrant agricultural workers is common, which is the main way for agricultural operators to cope with the peak of seasonal labor demand and the guarantee to ensure the safety of special agricultural products. Therefore, more attention should be paid to China's migrant agricultural workers in academic research and institutional construction to build a more fair, standardized and supportive mobility environment.
