Abstract
Agriculture in Latin America and the Caribbean (LAC) faces unprecedented challenges. The sector is called upon simultaneously to: (i) contribute to food security; (ii) generate income; and (iii) reduce environmental harms. Global and regional trends magnify the difficulty of addressing these challenges: domestic and international demand for agricultural products continue to grow; food insecurity and malnutrition persist; agricultural productivity growth has slowed; and the twin crises of climate change and biodiversity demand urgent action. In most LAC countries, policies and institutions used to address these challenges are inadequate. Current policies and institutions perpetuate trade distortions and low investment in the agricultural public goods that have proven to be the most effective means of enhancing the sector’s performance and sustainability. More generally, current policies and institutions are not able to govern the economic, social, and environmental processes of the Agriculture sector of the 21st century with efficiency and effectiveness. The Agriculture1 Sector Framework Document (SFD) orients the IDB Group’s work on agriculture in LAC. It describes the challenges associated with the Agricultural sector and summarizes evidence on the effectiveness of policies that address each of them. It also considers lessons learned from the IDB Group’s own experience and proposes evidence-based lines of action. Each section of the document is organized around three challenges: (i) food security; (ii) agricultural income; and (iii) environmental sustainability.
