Abstract
The position paper highlights Ukraine’s commitments to promoting renewable energy in alignment with the EU-Ukraine Association Agreement and the Paris Agreement. It discusses challenges in transitioning from a feed-in tariff support scheme to a more cost-effective auction-based system for supporting renewable energy sources. It discusses debt restructuring for the public offtaker driven by retroactive FiT changes in 2020, the transition to cost-reflective energy pricing in the residential sector; and the energy market unbundling reform, transitioning from commodity-based to the financial model of PSO (public service obligation). The paper advocates for restructuring the RES support mechanism to foster financial sustainability, incentivise renewable energy deployment, and avoid investment disputes.
