Abstract

Road congestion is a global issue. Continuous efforts have been made to alleviate this problem. For many years, road building was regarded by researchers and politicians as a solution to the problem. However, this failed to consider induced demand. As alternatives to road building, 'hard' and 'soft' interventions were put forward to change travel behaviours using structural and psychological strategies. This chapter investigates the outcome of these interventions through a systematic review, which focuses on three aspects: (1) the reason for effectiveness; (2) whether the interventions can lock-in changes in congestion levels and (3) which combined interventions have been tried. Eight types of interventions were observed and assessed around the world. We found that the effectiveness of the interventions may vary from city to city. The main reason for successful interventions is the application of parallel measures to improve public transport, while the main reason for the failure is unexpected behavioural changes. Congestion charging combined with public transport improvement had a beneficial long-term effect in several cities, although congestion charging by itself may have some adverse effects. There is still a lack of combinations of hard and soft measures. Based on the evidence reviewed in this chapter, we suggest several actions to reduce congestion in the long term.
