Abstract
How do firms influence government policy? How do the different ways (lobbying and corruption) in which firms exert this influence interact with bureaucratic and political institutions? In this chapter, we focus our analysis on corruption at various levels (e.g., at the political level and at the enforcement level) and various types of lobbying (e.g., campaign contributions, media campaigns, information to politicians, etc) across European countries. We investigate the underlying factors that lead firms to employ some of these strategies, and not others, stressing political and social institutions, culture, and the judicial system. This chapter contributes to this literature by (1) taking stock of the theoretical literature on the lobbying-corruption nexus, (2) reviewing the latest empirical findings and assessing the latest data work, and (3) distilling lessons for future research.
