Abstract

The paper has been commissioned by the International Committee of the Red Cross (ICRC) as a background paper for the priority 6 of ICRC Regional Strategic Framework for Near and Middle East, which is about adapting ICRC’s response to environmental and climate change challenges. Specifically, the ICRC has requested to better understand the role and impact of all environmental issues on conflict affected communities, with the potential implications and limitations for a humanitarian response which, in support of those communities, takes into account environment. While the paper does not address responses and operations, it hopes to contribute to a shift toward a holistic, participatory and longitudinal understanding of environmental issues, that could possibly inform operations accordingly. In so doing, the paper proposes to analyse environmental issues through the lens of scarcity, to ultimately incorporate the understanding of socio-economic and governance-related dynamics into the assessment process. The paper ultimately suggests the use of data collection methods hinging upon remote sensing and citizen science, which could contribute to address some of the limitations of environmental and social impact assessment procedures, allowing the creation of cross-scalar and longitudinal databases on conditions of scarcity, and enhancing a holistic and participatory approach to environmental research in armed conflict scenarios.
