Abstract
The report summarises key findings and policy recommendations from a three-year EU project, working with five Western European capital cities to explore changes in transport policy priorities over a 60-year period. As priorities shifted, so did levels of car use: car-oriented policy measures (growth), then sustainable mobility policies (stabilisation) to place-making and traffic restraint (declining). Triggers and drivers for change are identified, while future evolution is postulated to lead to the Connected City. The report argues that we need new performance indicators to capture the impacts of the post-car policy priorities.
