Abstract
In this paper we examine the rationale for the idea of a ‘long’ or ‘extended’ upper secondary phase that lasts from the age of 14 to the age of 19, making a distinction between 14–19 curricular conceptions and 14–19 institutional arrangements. We set this within a discussion of the demands of the 21st century, other international upper secondary education systems and the historical and current context of the English system. Alongside this system view we also explore upper secondary education from the perspective of the adolescent, something which has been notably absent in many policy discussions. In reflecting on both system and learner perspectives we highlight the strengths of the ‘extended’ approach while also noting some of the obstacles that stand in the way of its realization.
