Abstract

The existing literature suggests that gated communities and master-planned estates represent a form of private governance. They are a response to the state’s retreat from providing public goods. In post-reform China, newer residential development projects also take the form of gated neighbourhoods. To what extent do these neighbourhoods represent a new form of “private governance”? Results from the perspective of residents reveal that the meaning of “private governance” refers to services delivered by private organisations rather than self-governance. Gated neighbourhoods in urban China are a response to the state’s intention to retreat from serviced land provision while retaining neighbourhood control. 现有文献指出,封闭社区和整体规划小区代表了私人治理的一种形式,是对国家提供的公共服务日益减少的一种应对。中国改革开放之后新建的居住小区项目,也采取了封闭小区的形式。这些小区在何种程度上体现了一种新式的“私人治理”?从居民的角度看,这些小区的“私人治理”指的是由私营公司提供服务,而不是自治。中国城市的封闭小区是国家想要逐步减少敷设公用设施的土地供应却保持对居住社区的控制而采取的一种策略。
