Abstract
This chapter explores European policies intended to combat racism through education and it examines the cases of two European countries, England and Sweden. Critical race theory (CRT), developed in the United States (Ladson-Billings, 2004) has aimed to show how race and power are constructed within political culture in such a way as to leave racism untouched and unrecognized. This paper draws on CRT, and posits the concept of political complacency to explain how, even in policy contexts where racism is acknowledged and policies are introduced ostensibly to challenge racism and address inequality, the effectiveness of such policies is undermined and the direct link between antiracism and democracy neglected.
