Abstract
Governments internationally across Europe and the Asia-Pacific region have placed much emphasis on policy development and national initiatives to improve the quality of services for young children and families. This report presents the findings of a national study undertaken by one country?s advocacy for change to improve the preschool sector. With specific reference to the Singapore context, this research explores the perceptions of leading professionals on issues facing the early childhood sector and ways of improving the quality of services and provision. The study draws on the views of 27 leaders from a range of disciplines including health, education and social welfare, and offers a ?ground-up? perspective of key challenges facing the sector, with recommendations for systemic reforms at the level of policy and provision. Informed by a participatory methodological approach, the report suggests that advocacy for the early years is inextricably linked to the role of government and governance, in order that sustainable change can happen to improve the quality of care and education for young children and families.
