Abstract
This chapter will describe the policy context in which Support Care has been developed as a family support service and discuss the findings from a research study undertaken for the Department of Health in 2003. Drawing on a survey of local authorities in England, telephone interviews with social services managers and Support Care scheme coordinators and focus groups of those providing care, the chapter will explore the perceived barriers to developing this form of family support and the ways in which these difficulties might be addressed. Issues that will be considered include the variety of ways in which schemes have developed in different parts of the country, the advantages and disadvantages of basing Support Care within fostering or family support services, the most appropriate legal status for children cared for away from home for agreed short periods of time, and the evidence for the effectiveness and cost-effectiveness of Support Care. The chapter will conclude by outlining the issues that local authorities need to consider when developing this kind of family support service
