Abstract
Disasters are not natural. They are socially constructed. In disasters, women and girls are impacted disproportionately due to discriminatory gender norms and power relations. In disaster risk reduction (DRR) policy and practice, the LGBTQ+ community have been much overlooked. The presence of these pre-existing inequalities in society, evident in daily life even before disaster events, necessitates a tailored approach to support the shift from a traditional disaster risk reduction (DRR) perspective that prioritized equality—treating everyone the same—towards recognizing and addressing the pre-existing societal inequalities. This paper discusses disaster risk reduction in terms of gender, disability, gender and sexual minorities, and culture, taking an intersectional approach. Recommendations are made for GADRI resolutions to take forward to the UNDRR Sendai Framework Mid-term Review.
