Abstract

The digital transformation of railway infrastructure presents new opportunities and challenges for value assessment, necessitating a shift from traditional evaluation metrics towards a more comprehensive, technology-centric value assessment. Existing frameworks often overlook the full spectrum of benefits that smart railway investments offer, particularly across economic, social, environmental, and technological dimensions. Given that data and digital technologies underpin the realisation of these benefits, this study seeks to address the evaluative shortfall by proposing a novel, integrated framework: the Smart Technology-centric Value Assessment Framework (ST-VAF). Developed through exploratory analysis, the ST-VAF offers a systematic approach to evaluate the impact of digital innovations on operational efficiency, sustainability, and passenger experience. Drawing upon case studies from operational railway networks, the framework aims to assess the transformative potential of smart technologies. Furthermore, by highlighting the interplay between emerging technologies and conventional value metrics, this research provides actionable insights for policymakers and industry stakeholders seeking to optimise the value derived from digital investments in rail infrastructure.
