Abstract

The final volume of the Victorian PULS, this report looks at how people's experience and behaviour in resolving justiciable issues links to their legal capability. It points to clear links between legal capability and legal need and highlights a legal capability vicious cycle which militates against access to justice. The report argues that legal capability should be central to public legal assistance service design.
