Abstract
The Covid-19 pandemic has shown how important public sector capabilities and capabilities are to react to crises and reconfigure existing policies and implementation practices. Before the pandemic, policymakers were increasingly turning their attention to challenge-driven innovation policies in order to address climate emergencies and other “wicked” societal challenges. Such a "normative turn" also presupposes the existence of what can be called dynamic capabilities in the public sector. This article offers a new synthesis of how to conceptualize dynamic capabilities in the public sector. The article summarizes existing state capacity, public sector innovation capacity and the literature on dynamic capabilities. Using three brief case studies (the UK Government Digital Service, Sweden's Vinnova and the city of Barcelona), the article discusses the origins and constituent elements (sense-making, connection, modeling) of dynamic capabilities. The article also discusses how dynamic capabilities could be evaluated.
