Abstract

The aim of this study is to propose a systematic model towards the 21st century skills for Türkiye. For this aim, a systematic classification of the fundamental 21st century skills that students are expected to possess was carried out by analysing national and international research, reports, policy documents and similar resources. A systematic literature review was conducted on the identified online databases, resulting in access to 616 studies. These studies were examined using thematic content analysis, and as a result seven core skills were identified. These seven core skills are as follows: • Social and Emotional Skills • Language and Communication Skills • Higher-Order Thinking Skills • Personal Skills • Learning Skills • Working Skills • Literacy Skills A total of 46 sub-skills were identified, which varied for each core skill. Additionally, 11 key values that surround and are interrelated with these skills were determined. Some of these values (i.e. justice, friendship, honesty, love, respect, patriotism, and helpfulness) are already included in the current curriculum in Türkiye, while others (i.e. morality, conscience, manners, and thrift) have been added to the model developed in this study. As a result, this report proposes a model that encompasses the fundamental 21st century skills, suggesting that student learning activities in the teaching and learning process should be reviewed in light of the proposed model. Educational policies, national curricula, and lesson resources should also be prepared and implemented in relation to the skills and values presented in the model.
