Abstract
Tijdens de recente ‘vluchtelingencrisis’ worstelden overheden met verschillende problemen rond asielopvang. Op meerdere plaatsen in Nederland – net als elders in Europa en daarbuiten – zijn lokale experimenten gestart met nieuwe vormen van asielopvang. Het Utrechtse ‘Plan Einstein’ is daar een voorbeeld van. In de wijk Overvecht is een kantoorpand omgevormd tot asielopvang waar vierhonderd asielzoekers samen met 38 Utrechtse jongeren wonen. Het cursus- en activitei‐ tenaanbod staat open voor de asielzoekers – ook voor hen die nog geen verblijfs‐ status hebben – en voor buurtbewoners. Aan de hand van de begrippen multilevel governance en experimental governance duidt dit artikel waarom dit initiatief op deze plek en op dit moment tot stand kon komen.
