Abstract

Inherent behind the process of formation and development of animation clusters are sets of rules specific to the characteristics of animation industry and the factor endowment structure of different localities. Spontaneous order emerges from these conditions while effective governance and institutional designs provide norms, incentives and imperative to the emergence of clusters. The research is based on the study of animation parks in China and aims to provide a comparative insight into China's governance and regulation on animation and creative industries. Practical issues and recommendations are discussed to shed light on the process of the design and economic planning for animation clusters in China. / 动漫产业集群的形成和发展应当是基于动漫产业行业特性和各地要素禀赋结构基础之上形成的一种市场自发秩序。同时,有效的政府管理和制度设计对动漫产业集群的发展也会起到较好的规范和促进作用。然而,在对中国已出台动漫产业法规进行比较制度分析和相关案例的研究后,发现各地政府的制度设计中都存在"圈地运动"式和硬件供给式的动漫产业集群发展倾向。因此,政府在拓展动漫产业集群时应着眼于其行业特性,避免盲目跟风,使所制定的政策能有效推动动漫产业的良性发展。
