Additional information: | This article was successfully submitted to a peer-reviewed special issue of Literacy, the journal of the United Kingdom Literacy Association, on Literacy and Politics. It draws on data and analysis I have undertaken during a series of ESRC- funded research projects over a ten year period. These focused on literacy and gender; and on the development of literacy policy in England. The article reviews policy-led initiatives on gender and literacy in different national constituencies and draws attention to how the use of performance data to define policy problems has altered the terms of debate. These arguments helped feed the design and direction of the Gender Agenda, a policy initiative launched by the DCSF that brought academics, practitioners and policymakers into collaborative partnerships designed to address gender differences in attainment in new ways. The article is intended to aid critical reflection by practitioners on how policy agendas are set and which route they should take to address them.
