The INNOVATIVE aspect of this study is that explores the internal consistency and durability of civic culture. Relying on WVS survey data, It finds that the attitudes and values which are often seen as comprising civic culture do not cluster coherently. These attitudes and values moreover appear to be more dynamic than is often thought. Notably in Eastern Europe these values appeared to be highly flexible. These findings are SIGNIFICANT in that they run counter to the popular idea that civic culture is a specific property of western civilizations that is difficult to generate in non-western environments. Thus, in so far that effective democracy depends on a civic-minded citizenry, the findings of this study do not warrant the pessimistic view that democracy will never succeed in non-western contexts because of the alleged inert nature of civic culture. d.
