Abstract
This report was commissioned by DCSF, to examine differences in the rates of involvement with the child welfare system in England by ethnic group. Some previous work had indicated an over-representation of black and minority ethnic children, but this was the first systematic analysis of data across all aspects of the child welfare system. It confirmed the over-representation of black and mixed race children, but also highlighted the under-representation of Asian children. It used datasets supplied by DCSF and not available before. These data were subjected to extensive and original forms of secondary analysis. Research Report DCSF-RR124
