Additional information: This article was an invited contribution to a special issue of the journal Research Papers in Education, which considered the impact of literacy reform programmes in different national contexts. This paper was chosen to represent the UK in the journal. The paper is based on findings from an ESRC funded research project which examined the formation and development of literacy policy in England, exploring the role of a range of government agencies involved in the evolution of the National Literacy Strategy . Methods included semi-structured interviews with key players and documentary collection.
