Indeed, much practical and informed advice\r\nhas been wholly ignored.\r\nKXCAAC is concerned that the unique heritage of this site, which\r\ndespite the ravages of time and the recent CTRL works, is still so\r\nmuch intact, stands to be severely compromised and damaged by\r\nthe Argent proposals.\r\nKXCAAC is convinced that without affecting the commercial\r\nviability of the site, the heritage buildings can be preserved and\r\nenhanced, as called for in the Planning Brief. Indeed we believe\r\nthat, as has been demonstrated in P& O’s Regent Quarter site at\r\nKings Cross, the heritage can make a major positive contribution to\r\nthe economic viability of the scheme.\r\nIn our submission we seek to demonstrate, by citing historical and\r\nrecent precedent, and by practical sketch ideas, how this synthesis\r\nof new development with the heritage might be achieved in\r\nthoroughly modern and contemporary conservation approach.\r\nArgent have sought to make a success of this scheme by\r\nproposing a greatly over-scaled and mediocre environment,\r\nindistinguishable from large developments elsewhere. We argue\r\nthat as much, indeed much more, may be gained by less\r\ndevelopment of a higher quality.\r\n\r\nIn particular we demonstrate that, contrary to Argent’s insistence,\r\nthe Culross and Stanley Buildings can be retained without any\r\nreduction in the social or commercial appeal or viability of the\r\nnorthern part of the site.\r\nKXCAAC calls for a much more rigorous interpretation of the\r\nPlanning Brief in the treatment of the Canal, which risks having\r\nboth its industrial heritage, and its secluded and unique character\r\nseriously damaged by Argent’s proposals to open it up as\r\nperipheral public space to their development, and to greatly\r\novershadow it with large buildings to the south. Its role as a\r\nvaluable natural habitat would be unsustainable.\r\nWe also call for a more learned and sympathetic approach to the\r\nconservation of the Granary and other buildings to the north of the\r\nsite, a unique record of the industrial and transport heritage, where\r\nArgent’s insensitive planning and excessive scale constitute a\r\ntragically missed opportunity to create a really high-quality urban\r\nenvironment, a community truly integrated into the surrounding\r\ndistricts.\r\nWe also demonstrate an innovative and truly sensitive conservation\r\napproach to the reinstatement of the gasholders, citing an example\r\nfrom Dublin.\r\nArgent’s submission, comprising many bulky documents, purports\r\nto be thorough and methodical in its approach; sadly we believe\r\nthat much of it is little more than empty presentation, and\r\nmisleading and irrelevant evidence.\r\nKXCAAC is most certainly not against development of the Railway\r\nLands, but does not believe it should be achieved at any cost.\r\nThe right scheme needs the right approach, and we would\r\nencourage the Planning Committee to reject these proposals\r\nto allow more sensitive consideration, which will serve the\r\nlocal community past and future, and for generations to come."^^<http://www.w3.org/2001/XMLSchema#string> .
