In response, planning authorities can grant exceptional permission for homes on unallocated land. ‘Rural exception sites’ may come forward where local need is established, where a community supports development, and where a landowner appears willing to sell at a price that supports affordability. This review examines the negotiated land deals at the centre of exception schemes.
