While the project owner and manager are of close interdependence, they face paradoxical tensions. This poses significant challenges for project benefits realization. Thus, this research aims to explore the evolution of paradoxical tensions between the project owner and manager in public projects. Qualitative research was drawn with 22 interviews (13 individual and 9 group interviews involving 59 interviewees) and three real-life cases. This research presents a paradox framework that encapsulates owner-manager tensions at three project phases, coping strategies, and the resulting tension dynamic cycle (i.e., vicious cycle or temporary balance). This study extends project management literature by revealing multiple-phase and dynamic tensions between the project owner and manager from the paradox perspective, and proposing strategies to address tensions for project benefits realization. date: 2024-09-03 date_type: published publisher: Institute of Electrical and Electronics Engineers (IEEE) official_url: http://dx.doi.org/10.1109/tem.2024.3454165 oa_status: green full_text_type: other language: eng primo: open primo_central: open_green verified: verified_manual elements_id: 2310311 doi: 10.1109/tem.2024.3454165 lyricists_name: Sun, Ning lyricists_id: NSUNX52 actors_name: Sun, Ning actors_id: NSUNX52 actors_role: owner full_text_status: public publication: IEEE Transactions on Engineering Management pagerange: 1-15 issn: 0018-9391 citation: Sun, Ning; Ning, Yan; Li, Yadi; (2024) Tackling Tensions between Project Owner and Project Manager in Benefits Realization of Public Projects: A Paradox Perspective.
