The Programme was launched by the Spanish government as a high profile science policy instrument. The research uses programme theory and realistic evaluation approaches rooted in qualitative methods and analysis. As far as the author is aware, it is the first time a realistic evaluation approach has been used to evaluate science policy. The literature review focuses on approaches to science policy evaluation, in general, and science policy evaluation in Spain, specifically. It includes approaches to rethinking science policy evaluation, expands on theory-based, realistic evaluation and finishes with a focus on learning from evaluation for policy making, institutions and deliberative policy analysis. The empirical research chapters firstly explore policymakers’ conceptual framework of impact at the time the programme was launched, and then, analyses the programme’s effects in the first 20 awarded centres. The effects are explained through a realist lens, identifying context-mechanism-outcome configurations. Finally, the research conclusions identify what worked well from the policy instrument. All findings will be made available to the ministry in charge of science policy in the Spanish Government to enable policy learning from the research. date: 2022-05-28 date_type: published oa_status: green full_text_type: other thesis_class: doctoral_open thesis_award: D.P.A language: eng primo: open primo_central: open_green verified: verified_manual elements_id: 1952346 lyricists_name: Dino, Armela lyricists_id: ADINO90 actors_name: Dino, Armela actors_id: ADINO90 actors_role: owner full_text_status: public pagerange: 1-428 pages: 428 institution: UCL (University College London) department: STEaPP thesis_type: Doctoral editors_name: Cooper, Adam editors_name: Moore, Henrietta citation: Dino, Armela; (2022) A Realistic Evaluation of Science Policy - Generating Learning for Spanish Public Administration Institutions.
