Laws related to the lit\r\nenvironment were passed early in the 15th century in London,\r\nwhen the Court of the Common Council proclaimed that a lit\r\nlantern should be placed outside every house during the busy\r\nChristmas Watch. Likewise in Paris, Louis XI ordered his subjects\r\nto shine lanterns in the houses of windows at junctions to deter\r\nbandits.\r\n1\r\n Jumping centuries ahead, British Standard 307, dated\r\n1927, recommends minimum horizontal illuminance levels for\r\nstreets, ranging from 0.01 foot-candles (equivalent to 0.1 lux\r\n– less than moonlight) to 20 foot-candles (equivalent to 21.5\r\nlux – just over the requirements for a typically lit underpass\r\nunder a busy traffic intersection). This range is much bigger\r\nthan the minimum and maximum illuminance levels provided for\r\npedestrians today. So, how did we come up with these numbers?\r\nAnd how do they relate to what people feel and need? Standard\r\nwriters no doubt have the best intentions at heart – they say\r\nthey want to provide environments that are both safe and\r\ncomfortable to use. However, it is impossible to find the origin of\r\nthe rationale behind recommended illuminance levels other than\r\nsomebody thought it was a good idea, and nobody complained.\r\nPerhaps as our capacity for interior lighting increased, so too\r\ndid our appetite for exterior lighting, not quelled by the price of\r\nelectricity, which has fallen over time. Now that the expectation\r\nfor exterior lighting has been set, when street lighting is\r\ndimmed or switched off we feel as though something is missing,\r\nsomething which is reassuring, comforting and lets us see\r\nenough to be able to make a judgement about how to behave in\r\nan environment."^^<http://www.w3.org/2001/XMLSchema#string> .
