First, the creation of a fuel tax, earmarked for mass transit and road\r\nconstruction and maintenance. Second, the city implemented a successful BRT project,\r\nTransmilenio, that has attracted additional funds, particularly from the national government.\r\nThird; the city designed and effectively collected a valorization tax associated with specific\r\ninfrastructure projects located in several areas all around the city. However, despite the increase\r\nin funding, the lingering poor conditions of the road network and the lag on the development of\r\nthe planed transport system shows that increases in revenue are needed to cover all the needs of\r\nthe transportation system. Nonetheless, in light of the current situation these increases seem\r\npolitically difficult to pass and operationally difficult to achieve. While Bogotá should try to\r\nincrease revenue, we find that it should continue to emphasize the investment of scarce\r\ntransportation resources in the improvement of its public transport system, specifically the\r\nTransmilenio BRT, the associated non-motorized modes network (cyclelanes and sidewalks) and\r\nthe upcoming Integrated Transport System because it leads to greater financial
