Both had been dependencies within the British\nEmpire and while they shared a common colonial heritage, the\noverall experience was not identical and their respective\neducational administrative structures mirrored the\ndissimilarities.\nCommencing with the Colonial Office in London, aspects\nthat are relevant to the British Colonial Administrative\nSystem are examined: in particular, the basic philosophy and\npersonnel of the Home Civil Service; the fundamental economic\nthought underlying administration of the Empire; and the unique,\nif somewhat eccentric recruitment apparatus for coloniel\nservice administrators and technical staff, as developed by\nMajor _Purse. In the field, decision-making in educational\nmatters was influenced,often indirectly but nonetheless\nprofoundly, by individual Africans and people of African\ndescent, and examples from both parts of the continent andelsewhere\nreceive consideration; sometimes within the context\nof the contemporary social environment.\nIn the account of the establishment of the Education\nDepartments in The Gambia and Malawi reasons, motives and\ndifficulties are described and certain basic differences\nbetween the two systems receive comment. The conceptual\nframework within which, and the theoretical foundations upon\nwhich, educational administration in general and decisionmaking\nin particular operate receive close attention with\nspecial reference to modern theories germane to the hypothesis.\nFrom non-governmental and governmental archives the\ndecision-making process, with the inter-play of individual\nfactors and mild intrigue, is developed and analysed.\nThe gulf between theory and practice, as revealed in the\nmaterial, reinforces the contention of the hypothesis.
