It\ncontrasts the central governmenes constitutional assurances\nof equality in education for all ethnic groups, both the\nnon-Han indigenous majority and the rapidly increasing\nimmigrant Han-Chinese minority, with the reality of their\nimplementation. This contrast and the inequalities in\neducation resulting from it constitute the central theme of\nthe thesis.\nThe concepts of equality and inequality, ethnicity,\nassimilation and cultural diversity in education are first\nconsidered. The question as to where the root of the\nproblem of access to higher education lies, whether in the\noutcome of higher education admission practices, or in the\nshortage of supply from lower down the system, is then\nexamined closely. The question is addressed through the use\nof indicators of equal access to education; equal provision\nof educational facilities; equal prospects of survival; and\nsuccess in progression from one level to another. These in\nturn are analyzed in terms of several dimensions including\nculture, religion, demography and geography.\nThe investigative method followed is essentially a\nhistorical analysis of statistical data, supplemented by an\nanalysis of policy documents, political statements, and\nliterature, and informal interviews.\nThe findings of the thesis are that, in spite of a\nnationally declared policy of equal access to education for\nall its ethnic groups, Xinjiang belies its official title\nof being Uighur and autonomous; and that attempts at\nassimilation to the Han through local language reforms, a\nnation-wide unified curriculum, political education, and\nthe imposition of Standard Chinese have been to the\ndetriment of the non-Han and have caused grave\ninequalities.
