This thesis\ninvestigates traditional beliefs which have affected\nperceptions of study abroad and which have constrained\npolicy development in American higher education.\nChapter One outlines a statistical portrait of study\nabroad, identifying its participants as undergraduate\nfemales and showing how study abroad is a marginal\nactivity. The institutional changes proposed within the\nlast two decades to increase study abroad use are\ndiscussed, and it is shown how elements of discourse\nwithin the higher education community have devalued the\npurposes of studying abroad, the programmes, and\nparticipants.\nChapter Two establishes the conceptual framework for\nthis inquiry. Michel Foucault's theory of discourse,\nbelief, and power is outlined as a guide for an analysis\n5\nof how beliefs about study abroad evolve, wield power\nover individuals and institutions, and are subject to\nchange and the reallocation of power.\nUsing Foucault's theory that emerging strands of\ndiscourse produce persistent beliefs, Chapter Three\nidentifies prevailing traditional beliefs about study\nabroad and the historical and contemporary discourses\nwhich produced and now sustain them. The influence of\ngender on these beliefs is demonstrated.\nChapter Four examines the alternative discourses of\nsponsors and participants in study abroad.
