It interrogates this discourse. It focuses upon poverty as being the major exclusionary factor with early childhood and couples this with the increasing privatisation and cost of early childhood services. The chapter is theoretically rigorous. The chapter offers a significant critique of current privatisation within early childhood services and is therefore valuable for both policy makers and users.
