Abstract

This paper takes as a starting point the position of the Dutch Government on Open Access (OA) and its preference for Gold OA. It examines this position and make some observations on what needs to happen next if Gold is to become the preferred route to OA. The second part of the paper looks at policy positions in the UK on Open Access – the Finch Report and the RCUK (Research Councils UK) mandate for OA dissemination. Part 3 looks at the impact of these policy positions on UK research and researchers. UCL (University College London) has adopted a proactive position on Open Access and is probably the most successful UK university in implementing a new approach to OA. Statistics for UCL researchers’ compliance with the RCUK mandate are examined. The payment of APCs (Article Processing Charges) by UCL academics is also described in some detail. The paper ends by looking at the implications of REF 2020 for UK academics and concludes that the introduction of this policy in April 2016 will be a game changer for the impact of Open Access in the UK.
