Abstract
This article examines the efficiency and the limits of “police supervision” in Prussia during the Imperial period. Police supervision was a supplement of ordinary prison sentences. This additional punishment was supposed to buttress social reintegration of former prisoners and to protect society from potential recidivists. Legal regulations organized police supervision in a panoptic way as described by Michel Foucault in Discipline and Punish. However, this analysis shows that any attempt to put the panoptic formula into practice failed due to the shortcomings of police practices “on the spot”. The argument is based on primary sources, leaflets, journal articles and relevant book publications of the time.
