Abstract

The article gives an overview about the participation of scholars, writers and artists in the German occupation policy in Belgium, their perception of the 'Flemish question', the impact of their Belgian contacts on their self-conception and examines the question whether their activities can be qualified as "power by culture or culture power" as the famous cultural philosopher Eduard Spranger shortly and acutely defined the aims of foreign cultural policy.
