Abstract

IntroductionChildren?s Road Traffic Safety: An International Survey of Policy and Practicewas commissioned by the UK?s Department for Transport (DfT) to complement thereport from the Organisation for Economic Co-operation and Development?s(OECD) Child Traffic Safety Expert Group.The aim of the survey is to provide basic high-level data, on a consistent basis, fromOECD member countries that identifies and accounts for current patterns of childroad safety, and identifies current best practices and counter-measures in place toimprove child road safety. There were three key survey elements: an analysis ofInternational Road Traffic and Accident Data (IRTAD) fatality data, an analysis ofthe relationship between socio-economic and demographic indicators and fatalityrates, and a questionnaire based survey.The focus of the analysis is on children aged 0-14. This contrasts with the definitionof a child as someone under the age of 18 as set out in the United NationsConvention on the Rights of the Child. This decision was made because in mostnational road traffic accident databases children are defined as younger than 15years old.It is hoped that the reports from the OECD Expert Group and the survey will have arole in advocating road safety and serve as a guide to good practice forpolicymakers and practitioners.
